months' trial, Mr. Bullin, who has been appointed by 0.8.0. 879 of 1902, to be First Clerk in the Registrar-General's Department,

although no fault of his own, is incapable and unsuited to perform

the duties of that office in an efficient manner.

I would therefore request that Mr. Burlin

be removed from his present position, and that a more capable Officer be appointed in his stead.
